SCRUTINEERING
We would like to remind parents & kids of the importance of safety
scrutineering.
At the recent 2001 Baulkham Hills Championship there were a lot of bikes
rejected, which caused parents & riders the inconvenience of having to
carry out repairs so that they were able to ride.
Although all points mentioned in the Minikhana handbook scrutineering
section are important, the majority of rejections were from the section
titled “Frame”.
Some
examples of rejections were:

Pee Wee
50’s –front fork bushes worn & steering bearing cups loose in the frame,
the combination of both these causing major play at the wheel.

Also a CR
50 had a cracked frame behind the lower steering head bearing.

We also
had several handlebars missing a plug, and a few missing a crossbar
pad.
-
In
addition to the “Frame” section, several bikes had loose rear spokes,
these were mainly 85’s.
It is a
good idea to check the bike over after each ride day, so you have plenty
of time to do necessary repairs.
Don’t use scrutineering as a maintenance program.
Minor problems may be noted to be repaired for the next ride day, but any
considered other than minor will have to be repaired before riding.
We have
included the abovementioned extract from the Minikhana Rule Book for your
convenience:
ENGINE
1.
A silencer must be fitted to the exhaust. The Chief Steward may
choose to test silencers of any bike, and any rider whose cycle exceeds
95dBA may be prohibited from riding
2.
Exhaust pipes must not have holes in their length or be in such a
state of rust that a fracture will occur when touched.
3.
Cut out switch must be fitted in an accessible position on the
handlebars and operate correctly, or as per manufacturers specifications.
4.
Carburettor shall not leak petrol.
5.
Primary (front) drive sprocket cover must be fitted as per
manufacturers specifications.
6.
Motor must be tight in mounting position in the frame.
FRAME
1.
The frame shall not possess any cracks or sharp protruding objects.
2.
There shall be no excessive free play in the steering head
bearings.
3.
Handlebars shall be tight in the mountings and both ends plugged.
4.
Handlebar rubber grips shall be secure on the bars.
5.
Rear chain must be correctly adjusted.
6.
Wheel axle nuts shall be tight and secured by split pins or locking
device, as per manufacturers specifications. Oversized split pins or clips
are NOT permissible.
7.
Suspension, front and rear shall operate correctly with no
excessive wear in bushes or bearings.
8.
Swingarm bushes or bearings shall not possess any excessive free
play.
9.
Foot rests shall not possess any sharp cutting edges due to wear,
and should be mounted securely and not angled towards the ground.
10.
Handlebar levers (front brake and clutch/rear brake) must be fitted
with securely attached ball ends.
11.
Front fork seals shall not be damaged as to allow oil to seep onto
fork stanchion.
12.
All glass or plastic lenses to be removed or taped with a
fabric-type tape before presentation to scrutineers, in the case of a bike
being fitted with headlight and blinkers.
BRAKES
1.
Front and rear brakes shall operate correctly and be correctly
adjusted.
2.
If manufactured with only one brake, it is to operate correctly on
the rear wheel.
3.
Cables shall not be kinked or outer cover damaged due to wear, and
inner cable shall not possess any visible broken strands.
4.
Brakes that will not free immediately when the lever is released
shall not be passed by a scrutineer.
5.
Where front and rear brakes are held in place by a brake torque
arm, this torque arm shall be secured with bolts and nuts that possess
split pins or other locking devices.
MUDGUARDS
1.
Each mudguard shall be secured to the frame and shall not possess
any cracks or sharp edges that may form a cutting edge.
2.
Front and rear mudguards must be fitted.
TYRES
1.
Each tyre shall be correctly inflated and free from serious
defects.
2.
Each tyre shall have sufficient tread pattern (minimum 3 mm).
WHEELS
1.
No wheel shall possess excessive out of true running (e.g. buckle
or flat spot).
2.
All spokes shall be tight and secure, with no spokes broken or
missing.
3.
Wheel bearings shall not be excessively worn.
4.
Rear wheel chain sprocket shall be secured to wheel centre.
5.
Rear wheel chain sprocket teeth shall not be excessively worn.
6.
The wheel rim diameter shall be as per the manufacturers
specifications. Big wheel 80 cc and 100 cc shall be as per manufacturers
specifications, or 19" front and 16" rear.
7.
Mini wheel 80 cc shall have a wheel rim diameter of 14" front and
12" rear.
FUEL SYSTEM
1.
Petrol tank shall be free from leaks.
2.
Petrol tank shall be securely fitted to the frame.
3.
Fuel line and tap shall not leak. Where the fuel line is secured to
the fuel tap, fuel filter and carburettor, this fuel line shall possess
fuel line securing clamps or clips
